The pulley is one of five possible items necessary for the trap. It is located in Barnacle Bob's Pulley Emporium, but Freddi and Luther will need to give Barnacle Bob five Purple Sea Urchins in order to buy it. After they pay five purple sea urchins (one of which requires the Slingshot to obtain which they get from Casey), Barnacle Bob will give the duo the pulley.
