The honkish translation book is an item found in Putt-Putt Joins the Circus. It is found stuck in Bette Bandwagon's pipes. After Putt-Putt helps take it out of her pipes, he uses it to translate Honko the Clown's language, which he responds as he's missing his clown nose.
