The Mobile Command Center (often shortened to MobCon) is a SPY Fox location. Monkey Penny works here. The Command Center was disguised as half-buried boat in the town square (which was Quack's idea, according to Monkey Penny)

SPY Fox's first objective in the game is to meet Monkey Penny here, by inputting the command center's entry code through the phone in the phone booth. After SPY Fox saves Mr. Udderly, the latter is brought here so he will be safe until William the Kid is stopped. Subsequently Professor Quack also arrives in the Command Center, having just finished refilling the SPY gadget vending machine.
After Mr. Udderly is rescued, it is only necessary to come back here if SPY Fox needs to get more gadgets that he needs to assist him (as he can only hold four at a time) or if he needs to use the Russian Blue talk balloon on Monkey Penny in the Car Chase storyline.
